Directors
Jeremy Adams
Jeremy has over 35 years management experience of the Social Housing world, and 25 years at Director level. In 1990, he formed Adams Associates which specialises in a range of Consultancy Services for Social Landlords and regulated Housing Authorities. He later established Adams Integra to widen the scope of the consultancy services on offer to a growing number of social housing clients. The consultancy is split into three divisions. One specialising in development working with Housing Associations, one working with developers and planners and related PPG3 and Section 106 matters and, lastly, consultancy services, such as training, housing needs surveys, event management etc. Jeremy has overseen a major expansion of the company in recent years which has now become one of the pre-eminent social housing consultancies, with a growing reputation and increased activity throughout England. Jeremy is a past Chair of the South East Branch of the Chartered Institute of Housing.

Keith Searle
Keith has been involved in housing for over 25 years. As a Development Director, he co-ordinated one of the largest programmes of new build and refurbishment in the south of England. He led one of the first major and successful mergers between a Housing Association and Trust and as Deputy Chief Executive with a newly formed LSVT had particular responsibility for development, housing management, maintenance and tenant liaison. In 1998 he was invited to join Lovell Partnership for one year to manage special projects and in early 1999 joined Adams Integra and now heads the Housing Development Agency work of the Consultancy.
Keith was advisor to the Labour group in the House of Lords during and subsequent to the passage of the Housing Act 1980.

Andrew Seddon
Andrew has a wide breadth of experience with over twenty years in social housing, predominantly in regeneration (including master planning), supported housing/care in the community and LSVTs: heading development including assisting client RSLs to take forward their development programmes and in delivering Egan Compliance through partnering and the Construction Clients Charter.
Andrew’s record in delivering projects, often in challenging circumstances, is second to none. His focus is always on customer care whilst protecting the ‘bottom line’. As a previous Director of Development for two Registered Social Landlords he has a proven track record in strategic planning, managing teams and negotiations. In both roles he was also responsible for property services and introduced asset management strategies for his RSLs.
Andrew has past experience as a Member of a London Housing Co-operative, a Board Member of a Registered Social Landlord, and has a Masters Degree.

Regional Director
David Coate
David has over fifteen years experience in housing, having worked in both the private and social housing sectors. He is an experienced project manager and has specialised in social housing development for the past ten years; his track record is of securing new schemes and delivering projects on time, on budget and to a high standard.
David’s key skills are in land acquisition, schemes appraisals, project management and establishing and maintaining good working relationships with key partners. He has also been involved in the strategic review of a large LSVT (Large Scale Voluntary Transfer) Housing Association.
David has extensive experience of Section 106 sites and works closely with Local Authorities, Registered Social Landlords and Developers to deliver high quality social housing solutions.
David has an Honours Degree in Building Technology and Management, is a Member of the Chartered Institute of Builders and the Chartered Institute of Housing and is a Board Member of a Registered Social Landlord.

Development Director
Paul Butler
Paul has been involved in developing social housing, both new and refurbishment for over 15 years.
He was in private practice for 10 years as a building surveyor where he worked for a range of housing association clients covering all aspects of new build development, refurbishment and major repairs contracts.
For the last 6 years Paul has been a senior member of a number of Housing Association development departments. This has broadened his experience into financial appraisal, negotiating with Local Authorities, developers and landowners to find affordable housing solutions. Paul has an in-depth knowledge of Housing Corporation procedures and requirements. Paul's last post before joining Adams Integra was as Head of Development for a housing association based in Hampshire.

Projects Director
Rob Searle
Rob has a building surveying and technical background, having joined Adams Integra from a private practice in London. He has a wide variety of technical and analytical skills gained from his previous employment in the construction, property and environmental fields as a scientist, technical services engineer and surveyor. As part of these roles, Rob has been responsible for environmental monitoring; quality assurance; project management of building projects and planning supervision for major construction projects. He has a particular interest in sustainable construction, and is qualified to undertake EcoHomes Assessments.
Rob has worked for a number of clients in a range of roles; from providing health and safety advice to Bank of America to carrying out disability access audits for the William Sutton Trust.
At Adams Integra, Rob is involved in range of projects including Local Authority policy analysis, RSL new business development and advice on Section 106 negotiations in relation to land disposal and purchase. Rob has well developed IT and statistical skills which are proving of benefit particularly in Adams Integra’s Local Authority related work. The foundation for much of this work lies in sound detailed research. Rob’s interest and skills in this area stem from his MSc dissertation in the field of affordable housing and environmental construction, to which both primary research (including a range of interviews), secondary research and analysis techniques were central.

Partnerships Director
Anna Kear
Anna has extensive project management experience through 16 years experience in social housing, in both Local Authorities and Housing Associations operating in the South East and South West. Her career has covered the whole social housing spectrum from homelessness, housing needs, housing management, development, housing strategy and strategic reviews. Anna joined Adams Integra from Test Valley Borough Council where she was Housing Initiatives Manager.
Her responsibilities have included new development, rural housing (exception sites), shared equity, new initiatives, housing enabling and partnership development, research and policy development, housing need studies, housing strategy, community development, supported housing, local plan affordable housing policy development and implementation, and negotiations on s106 sites. Anna specialises in Project Management and in progressing individual affordable housing projects. She has successfully delivered difficult projects for a number of social housing organisations.
Anna is a Board Member of a Housing Association, a Corporate Member of the Chartered Institute of Housing and has a Postgraduate Diploma in Housing Studies (Distinction).

Senior Consultant
Lorraine Shears
Lorraine has over 20 years experience in public sector housing and has extensive knowledge in housing finance, procedural and regulatory systems through working for the Housing Corporation. She has experience of a variety of funding regimes, financial risk management, project and staff management through work for a range of Local Authorities and RSLs operating in London and the South East. Lorraine has successfully delivered major regeneration/consortium projects involving tenant consultation and partnership working and has experience of developing supported housing projects. She orchestrated a pilot project promoting environmentally and ecologically friendly housing in East London.
Following the completion of a PG Dip in Cultural Management, Lorraine worked for an Arts Trust whose aims are to develop ’Art in Regeneration’ and capacity development and community participation through the arts. Here Lorraine gained experience of European funding; European Social Fund and European Regional Development Fund programmes.
Lorraine is a Board Member of a London based RSL, Honorary Treasurer of an educational theatre group and Chair of a local community arts organisation. She has an Honours Degree and is a Corporate member of the Chartered Institute of Housing/registered TPP Supervisor.

Development Officer
Paul Baron
Paul studied Estate Management at University, and has since worked in a variety of environments. Paul supports many of our activities through wide-ranging research input. He is adept at searching information, reviewing policy and guidance documents and deals with much of our research on property markets and other appraisal assumptions. He is developing an interest in the development procurement process, and in development more widely, through his involvement with our work for Housing Association clients on the European tendering regulations. Paul uses spreadsheets and databases adeptly to analyse wide-ranging data as a daily part of our business.
Paul carries out HQI assessments and is currently researching Code for Sustainable Homes & Building for Life.
Paul is also able to assist with Development risk modelling appraisals
Paul has a degree in Real Estate Management - BSc (Hons).

Associates
Richard Dixon
Richard has a 15 year background in land and property. After starting out in private practice surveying, he spent 8 years in Local Authority Property Services gaining experience in a wide range of acquisition and disposal work, and Estate Management duties. As well as giving him an in depth knowledge of the workings of Local Government this helped to develop Richard’s interest in the planning and development field.
He moved on to concentrate in this area, spending over 5 years with a growing national Construction and Development Company. There he was responsible for identifying and acquiring sites for residential development, and project managing schemes through planning. Richard has successfully brought forward a number of projects on a range of brownfield and difficult sites, particularly for social housing - working in Partnership RSLs. He has experienced success in promoting sites through the Local Plan process and has been involved in bringing forward “rural exceptions” sites.
Richard enjoys contact with a wide range of agents, land owners, local authority staff and consultants and states perseverance to be one of the keys to his role. He has an Honours Degree in Estate Management and is a member of the Royal Institution of Chartered Surveyors. He will be able to offer development advice, a site finding service (extended to a full acquisition service if required) and help with site appraisal work.
