Heather has over twenty-five years experience and a proven track record in delivering quality housing services including housing management and planned maintenance, community development, housing allocations, homelessness and new housing provision.

She is experienced in managing change and its effect on others and has worked in a variety of roles and at a senior level, with both the local authority and registered provider sectors.

At Adams Integra Heather has been involved with the implementation of new Housing  Policies for First Wessex Housing Group; the review of Temporary Accommodation Services and the development and delivery of the Housing Enabling Role for Elmbridge Borough Council, Esher, Surrey, assisting Thames Valley Housing Association to secure in excess of £150 million private sector funding; providing Affordable Housing advice for a number of private developers and the development of a ward based Social Justice Map for East Hants District Council. She has also developed an Older Persons Housing Strategy (including consultation with stakeholders and members of the general public) and produced a report on Private Sector Housing Provision for Chichester District Council.

Currently, Heather has been job sharing with the Head of Housing (Portsmouth) for First Wessex Housing Group and project managing the West Sussex Housing Market Assessment appointed by West Sussex District and Borough Councils.

Heather acted as lead officer for Chichester District Council during the pre and immediate post ballot periods of housing stock transfer, culminating in obtaining one of the best mandates for transfer from a shire district. She also led and supported Housing Management, Development and Planned Maintenance staff through stock transfer and in the early years of the new Registered Social Landlord (Martlet Homes) and produced the first Asset Management Strategy for Martlet Homes.

Heather created Chichester District Council’s Housing Enabling Role and was instrumental in the development of over 1000 new registered provider homes throughout the district including 14 rural schemes providing 259 dwellings and a 62 bed space Foyer Project in Chichester and also acted as Lead Officer for Chichester District Council’s preparations for Housing Management Compulsory Competitive Tendering [CCT] including writing the specification, letting and monitoring the contract.

Heather oversaw the development and operation of Chichester Community Careline, substantially increasing the organisation’s customer base and moving the service into surplus and acted as Lead Officer for the development of two purpose-built hostels for homeless families in Chichester.
